The Ministry of Health published in the Official Gazette of the Union on July 6, 2026, the Ordinance GM/MS No. 11.921, which establishes the National Program for Radical Innovation in Health (PNIRS) within the scope of the Ministry of Health.
The ordinance, signed by Minister Alexandre Rocha Santos Padilha, amends the Consolidation Ordinance GM/MS No. 5 of September 28, 2017, to insert Annex CVIII, which establishes the complete structure of the new program.
What is PNIRS
PNIRS is a program focused on developing radical innovations in health — defined as technologies that are new to the country or to the international scene, characterized by high technological risk, high potential for impact, and the ability to transform scientific, productive, care, or regulatory competencies.
The program will be coordinated by the Secretariat of Science, Technology, and Innovation in Health (SCTIE/MS) and operationalized through Anchor Centers for Radical Innovation in Health — institutions with specialized scientific and technological infrastructure.
Objectives
- Accelerate the transformation of scientific knowledge into products, processes, and services of interest to the SUS
- Expand the national capacity for technological development in health
- Support the development of technologies at different levels of technological maturity
- Expand the productive sector’s access to advanced scientific and technological infrastructures
- Promote interaction between academia, government, the productive sector, health services, and regulatory bodies
- Strengthen technological autonomy and national health sovereignty
Guidelines
The program follows guidelines such as:
- Focus on structuring challenges of the SUS
- Strengthening the national scientific, technological, and productive base
- Promotion of translational research and emerging and disruptive technologies — including new molecules, advanced therapies, medical devices, biotechnologies, and digital health solutions
- Inter-ministerial and intersectoral coordination
- Continuous monitoring and evaluation of results and impacts
How it works
PNIRS operates through two complementary modalities:
- Provision of specialized technological services to the productive sector, with the availability of infrastructure, equipment, technological platforms, and specialized teams
- Execution of R&D&I (Research, Development, and Innovation) projects aimed at developing strategic technologies for health
R&D&I projects will be selected on a continuous flow basis, with analysis of scientific merit, potential impact for the SUS, technical, economic, and regulatory feasibility. The project portfolio will be structured in phases, with periodic monitoring and the possibility of continuation, redirection, or discontinuation.
Governance
The governance structure of PNIRS is composed of:
- Executive Coordination — formed by the Executive Secretariat of the MS, the Department of Science and Technology (DECIT/SCTIE), and the Department of the Economic and Industrial Health Complex (DECIS/SCTIE)
- Selection and Monitoring Committee — responsible for technical evaluation and decision on project continuity
- Advisory Council — strategic advisory body
- Anchor Centers for Radical Innovation in Health — executing institutions
